Teresina will host the 4th ICLEI Brazil Northeast Meeting to discuss a just energy transition and the resilience of the Caatinga region in the lead-up to COP30.

Between 20 and 22 October 2025, the city of Teresina (Piauí) will host the 4th ICLEI Brazil Northeast Meeting, with the theme “Just Energy Transition and Caatinga Resilience towards COP 30”. The event will be organised by ICLEI and the Government of Piauí, will take place at SEBRAE Teresina and will bring together representatives from local, state and federal governments, as well as civil society, academia, the private sector and international organisations, in a space for strategic dialogue to strengthen the Northeast's climate agenda on the global stage.

Strategic context

The Northeast of Brazil plays a significant role in tackling climate change and promoting sustainable solutions. The region has unique conditions to lead the energy transition, with high potential in renewable sources such as solar and wind, as well as hosting strategic biomes, like the Caatinga, which is exclusive to Brazil and highly vulnerable to climate impacts.

The ICLEI Northeast Meeting will be a space for cooperation to advance strategies that reconcile emission reductions, socioeconomic resilience and climate justice, aligning with national and international commitments preceding COP 30, to be held in November, in Belém.

What will be debated

The programme includes thematic panels, round tables, training workshops and technical visits, which will address:

  • A just and inclusive energy transition;
  • Climate mitigation and adaptation strategies;
  • Climate finance and attracting investment;
  • Nature-based solutions and the integration of biodiversity into urban policies;
  • Multilevel cooperation to strengthen climate governance in Brazil.

The choice of focus on the Caatinga highlights the urgent need to promote a regional agenda that strengthens local communities, reduces inequalities, and values sustainable solutions adapted to the semi-arid region. “The Northeast region has unique potential to lead Brazil's energy transition while simultaneously strengthening its socio-environmental resilience. The Meeting in Piauí will be an opportunity to consolidate this agenda, bringing together governments, civil society, and the private sector around innovative solutions heading towards COP 30,” highlights Rodrigo Perpétuo, Executive Secretary of ICLEI South America.

With the expectation of bringing together around 20 local governments associated with ICLEI in the region, as well as representatives from other strategic sectors, the 4th Northeast Meeting will consolidate itself as a space for technical and political dialogue. The initiative seeks to broaden the Northeast's leading role in Brazil's preparation for COP 30, consolidating its contribution to the global climate agenda.

On the ICLEI Regional Meetings

ICLEI Brazil's Regional Meetings travel across territories, connecting local governments and different sectors of society around the sustainable development agenda. In 2025, the editions will focus on debating concrete actions towards COP 30, aligned with ICLEI's five development pathways: carbon-neutral, nature-based, equitable, resilient, and circular.

The 4th ICLEI Brazil Northeast Meeting is an initiative of ICLEI – Local Governments for Sustainability and the Government of Piauí, and is part of the global Town Hall COP 30 initiative. The event has the institutional support of the Ministry of Cities and the Ministry of Environment and Climate Change, and the ICLEI partners in 2025: MRV and NetZero. Joining the initiative are institutional supporters: CDP, Making Cities Resilient 2030 (MCR2030), Brazilian Association of Municipalities (ABM), Brazilian Development Association (ABDE), and the Global Covenant of Mayors for Climate & Energy (GCoM).
